Placeholder — the full design is authored under this plan in plan mode, through the mandated independent contextless review rounds, before implementation begins (do not implement against a first-draft plan). The ratified ARCHITECTURE CONTRACT is ADR-014 Amendment 11 (WORM capability tier; supersedes the immutable Amendment 10). This plan supersedes the deferred v2 "enumerable transparency frontier" plan, whose recon facts and finding history remain available there. A contextless implementer reads ADR-014 Amendments 5–11 first; this plan will own the byte-level design the ADR delegates (store hardening, the anchor crates + key identity at ANCHOR_MANIFEST_VERSION→2 / ANCHOR_SIGNING_VERSION→2, the substrate reshape, the separate emitter deployable, and the confirmer + cross-DB genesis saga).
